The UK Government acknowledged the "weakest link" in its cyber defence lie with public and private organisations upstream from the Ministry of Defence after it was criticised over its ability to defend against "grey zone" attacks.

Its response, published on October 24, came after a "Defence in the Grey Zone" report in July warned such attacks had "accelerated significantly since Russia’s full-scale invasion of Ukraine in February 2022”.
